COCAN 2023 is the organizing committee for the Côte d'Ivoire 2023 African Cup of Nations soccer tournament. It was created on June 7, 2018 by decree on the proposal of the Fédération Ivoirienne de Football (FIF) and the Ministry of Sports.
The local organizing committee is obliged to conduct all its activities in accordance with the CAF Statutes and Regulations, the contract binding CAF to FIF and the specifications issued by CAF. COCAN 2023 must set up the entire organization of the competition in accordance with the texts laid down by the continental umbrella organization.
COCAN 2023 is placed under the authority of the Prime Minister. This position was designed to meet the cross-cutting nature of the missions entrusted to it and the requirements of organizing a major event.

COCAN 2023 also has an Executive Board, the linchpin of the organization, and an Administrative and Financial Department.

The Comité d'organisation de la Coupe d'Afrique des Nations 2023 (COCAN 2023) was created by decree No 2018-554 of June 7, 2018 by the President of the Republic at the proposal of the Fédération Ivoirienne de Football (FIF) and the Ministry of Sports.
It possesses legal standing and enjoys autonomy in administrative and financial management.
COCAN 2023 is part of an institutional and organizational framework, and is bound by the acts governing the African Cup of Nations (CAN).
Its legal acts are numerous and come from both international and national sources.
This agreement is the mandate given by FIF to the local organizing committee, COCAN 2023. Under CAF regulations, the Federation is obliged to set up this committee, to which it delegates its powers for the organization of the competition.
This is the agreement by which the Confederation of African Football (CAF) entrusts the organization of the CAN to FIF. This agreement, known as the Accord-cadre, is accompanied by a Cahier des charges. The Framework Agreement and Specifications contain a multitude of prescriptions and directives from CAF to which FIF is bound.
Under the terms of the Agreement between CAF and FIF, the latter is obliged to ensure that third parties, in particular the competition's host cities, respect the obligations or commitments it has entered into with the Confederation. Under this agreement, the host cities undertake to respect all the rights, regulations and instructions of CAF.
The president of COCAN 2023, François Albert AMICHIA, has been appointed by decree.
A former Minister of Sports and Leisure and former Minister for the City, he is a man of considerable experience in the sports world.
Côte d'Ivoire's first Olympic gold medal was won under his tenure as Côte d'Ivoire's Minister of Sport and Leisure.
